CELL PHONES AND TEEN DRIVERS

As of January 1, 2006 any teen driver with a Instructional Permit or a Provisional Licensed Driver will not be allowed to talk on a cell phone or mobile phone while driving, except if the call is for an emergency, even if the driver is using a hands free device. For the Instructional Permit holder, a conviction for this offense extends for six months from the date of the conviction the ability to test for a provisional license. For a Provisional License holder, if the incident was crash related or the driver has a previous moving violation, it extends the ability to apply for an “under 21 year license, or a full license” for one year or until they are 18. Since a ticket will be given a fine up to $100 can be received for this violation.

Graduated Drivers License

Graduated licensing is a system for phasing in on-road driving, allowing beginners to get their initial experience under conditions that involve lower risk and introducing them in stages to more complex driving situations. Essentially an apprentice system - graduated licensing - involves three stages: (1) a supervised learner's period, lasting a minimum of six months in optimal systems; (2) an intermediate licensing phase that permits unsupervised driving in less risky situations, and (3) finally a full privilege license becomes available when conditions of the first two stages
have been met.
